Liu Youbin, spokesperson of the Ministry of Ecology and Environment, stated that the "Action Plan for Comprehensive Air Pollution Control in the Autumn and Winter of 2018-2019 in Beijing-Tianjin-Hebei and Surrounding Areas" (hereinafter referred to as the "Plan") About to be issued and implemented, the "Plan" emphasizes that "one size fits all" behavior is strictly prohibited and will ensure that both people's livelihoods, including clean heating and warm winter, are guaranteed.
Relevant spokespersons said that compared with last year, the breadth, depth and intensity of pollution control measures in this "Plan" have been enhanced. The first is to pay more attention to scientific advancement. In terms of goals, we insist on making progress while maintaining stability. From October 1, 2018 to March 31, 2019, the average concentration of fine particulate matter (PM2.5) in the Beijing-Tianjin-Hebei and surrounding areas dropped by about 3% year-on-year, and the number of days with severe and above pollution A year-on-year decrease of about 3%. The second is to strengthen source control. Efforts will be made to optimize the four structures including industrial structure, energy structure, transportation structure and land use structure. Strictly control the production capacity of the "two high" industries, effectively promote clean heating, vigorously promote the management of loose coal, promote new energy and clean energy vehicles and ships, and promote the comprehensive improvement of open-pit mines. The third is to focus more on outstanding issues. In terms of the scope of treatment, the plan adds three special actions: diesel truck pollution control, industrial furnace pollution control, and VOCs comprehensive control.
Relevant spokespersons emphasized that promoting clean heating in the northern region is an important measure to improve the quality of the atmospheric environment. This year's work will adhere to the reality and take multiple measures simultaneously. When electricity is suitable, electricity will be used, when gas is suitable, gas will be used, when coal is suitable, coal will be used, and when heat is suitable, coal will be used. It is hot; insist on supply to determine demand and gas to determine changes, establish first and then break. Each locality shall reasonably determine the scattered coal treatment plan based on the implementation of gas source and power supply, adopt a "bottom-up" approach, and determine based on the plans reported by each locality. This year's loose coal management task is to ensure that both people's livelihoods are guaranteed, including clean heating and warmth during the winter.
