Looking back: Achievements of the past five years

1. Ecological environment management has achieved results.

Over the past five years, we have formulated and implemented three "Ten Measures" for the prevention and control of air, water, and soil pollution and achieved solid results. Energy consumption and water consumption per unit of GDP have both dropped by more than 20%, emissions of major pollutants have continued to decline, the number of heavily polluted days in key cities has been reduced by half, the forest area has increased by 163 million acres, and the area of desertified land has shrunk by nearly 2,000 square kilometers annually. Green development presents a gratifying situation.

Adhere to the harmonious development of man and nature, focus on controlling environmental pollution, and achieve remarkable results in the construction of ecological civilization. Establish the concept that green waters and lush mountains are invaluable assets, and strengthen ecological and environmental protection with unprecedented determination and intensity. We have vigorously combated air pollution, and the average concentration of fine particulate matter (PM2.5) in key areas has dropped by more than 30%. We have strengthened the management of loose coal and promoted energy conservation and emission reduction in key industries. 71% of coal power units have achieved ultra-low emissions. Optimizing the energy structure, the proportion of coal consumption dropped by 8.1 percentage points, and the proportion of clean energy consumption increased by 6.3 percentage points. 2. Progress has been made in reducing overcapacity.

In the past five years, on the basis of phasing out outdated production capacity such as cement and flat glass, we have stepped up efforts to reduce overcapacity, focusing on industries such as steel and coal. The central government has allocated 100 billion yuan in special incentives and subsidies to support the resettlement of displaced workers. More than 170 million tons of steel production capacity and 800 million tons of coal production capacity were withdrawn, and more than 1.1 million employees were relocated.

3. The reform of state-owned enterprises and state-owned assets has been solidly advanced.

The corporate reform has been basically completed, and positive progress has been made in mergers and reorganizations, reducing levels of hierarchy, and improving quality and efficiency. The performance of state-owned enterprises has improved significantly, with profits increasing by 23.5% last year. Deepen reforms in energy, railways, salt industry and other fields. 4. Adhere to openness to the outside world and win-win cooperation.

We advocated and promoted the joint construction of the “Belt and Road”, initiated the establishment of the Asian Infrastructure Investment Bank, established the Silk Road Fund, and implemented a number of major connectivity, economic and trade cooperation projects. Promote international production capacity cooperation and bring high-speed rail, nuclear power and other equipment to the world. Eight new free trade agreements were signed and upgraded.

5. Accelerate the continuous conversion of old and new development momentum.

Implement "Made in China 2025", promote major projects such as strengthening the industrial base, intelligent manufacturing, and green manufacturing, and accelerate the development of advanced manufacturing. Optimize the investment structure, encourage private investment, give full play to the role of government investment in leveraging, and guide more funds to invest in areas that strengthen the foundation, increase stamina, and benefit people's livelihood. We started construction of 122 major water conservancy projects and completed a new round of rural power grid transformation.

6. The economic strength has jumped to a new level.

In the past five years, GDP has increased from 54 trillion yuan to 82.7 trillion yuan, with an average annual growth rate of 7.1%. Its share of the world economy has increased from 11.4% to about 15%, and its contribution to world economic growth has exceeded 30%. Fiscal revenue increased from 11.7 trillion yuan to 17.3 trillion yuan. Consumer prices increased by an average annual rate of 1.9%, remaining at a relatively low level. More than 66 million new jobs have been created in cities and towns, and the country with a population of more than 1.3 billion has achieved relatively full employment.

Goal: Policy Orientation for 2018

1. Achieve higher quality, more efficient, fairer and more sustainable development.

The main expected development goals for this year are: GDP growth of about 6.5%; consumer price increase of about 3%; more than 11 million new urban jobs, urban surveyed unemployment rate within 5.5%, and urban registered unemployment rate within 4.5%; residents Income growth and economic growth are basically synchronized; imports and exports are stable and improving, and the international balance of payments is basically balanced; energy consumption per unit of GDP has dropped by more than 3%, and emissions of major pollutants continue to decline; supply-side structural reform has made substantial progress , the macro leverage ratio remains basically stable, and various risks are prevented and controlled in an orderly and effective manner.

2. Deeply promote supply-side structural reform.

Continue to eliminate invalid supply. Adhere to the use of market-oriented and legal means, strictly implement environmental protection, quality, safety and other laws and regulations, resolve excess production capacity and eliminate backward production capacity. This year we will further reduce steel production capacity by about 30 million tons, withdraw coal production capacity by about 150 million tons, and phase out and shut down coal-fired power units below 300,000 kilowatts that do not meet standards.

3. Significantly reduce the non-tax burden on enterprises.

Reduce power grid charges and power transmission and distribution prices, and reduce general industrial and commercial electricity prices by an average of 10%. Deepen the reform of the toll highway system and reduce road and bridge tolls. Increase efforts to clean up and rectify intermediary service charges. We will reduce non-tax burdens by more than 300 billion yuan for market entities throughout the year, resolutely cancel unreasonable ones, and resolutely reduce excessive ones, so that enterprises can travel lightly and focus on development.

4. Promote pollution prevention and control to achieve greater results.

To consolidate the results of the blue sky defense campaign, emissions of sulfur dioxide and nitrogen oxides will be reduced by 3% this year, and the concentration of fine particulate matter (PM2.5) in key areas will continue to decline. Promote ultra-low emission transformation in steel and other industries. Raise pollution emission standards and implement deadlines for meeting standards. Carry out special treatment for excessive emissions from diesel trucks. We will further promote the prevention and control of water and soil pollution, and we will reduce chemical oxygen demand and ammonia nitrogen emissions by 2% this year.

5. Actively expand consumption and promote effective investment.

Give play to the key role of investment in optimizing the supply structure. Implement a new round of major technological transformation and upgrading projects. Investment arrangements within the central budget are 537.6 billion yuan, an increase of 30 billion yuan over last year. We will implement policies and measures to encourage private investment and launch a number of attractive projects in the fields of railways, civil aviation, oil and gas, and telecommunications to ensure that private capital can enter and develop.

6. Promote the development of new energy vehicles and other industries.

Enhance the fundamental role of consumption in economic development. Promote consumption upgrading and develop new consumption formats and models. The preferential vehicle purchase tax policy for new energy vehicles will be extended for another three years, and the policy on relocation restrictions for second-hand cars will be completely cancelled. Comprehensively liberalize the general manufacturing industry and expand opening up in telecommunications, medical care, education, senior care, new energy vehicles and other fields.

Accelerate the construction of a manufacturing power. Promote the development of integrated circuits, fifth-generation mobile communications, aircraft engines, new energy vehicles, new materials and other industries, implement special projects for equipment with major shortcomings, develop industrial Internet platforms, and create a "Made in China 2025" demonstration zone.

7. Promote the reform of state-owned assets and state-owned enterprises.

Develop a list of investor supervision rights and responsibilities. Deepen the reform pilot projects of state-owned capital investment and operating companies, and grant more autonomy. Continue to promote the optimization and reorganization of state-owned enterprises and the joint-stock reform of central enterprises, accelerate the formation of an effective checks and balances corporate governance structure and a flexible and efficient market-oriented operating mechanism, continue to slim down and improve the core competitiveness of the main business, and promote the state-owned capital to become stronger, better and bigger. Steadily advance mixed ownership reform. Implement a system for reporting state-owned assets management status to the Standing Committee of the National People's Congress. State-owned enterprises must be at the forefront of high-quality development through reform and innovation. Deepen the price reform of resource products and public services.

8. Promote the formation of a new pattern of comprehensive opening up.

Promote international cooperation under the “One Belt, One Road” initiative. Adhere to extensive consultation, joint contribution and shared benefits, and implement the outcomes of the “Belt and Road” International Cooperation Summit Forum. Promote the construction of major international corridors and deepen customs clearance cooperation along the routes. Expand international production capacity cooperation and drive Chinese manufacturing and Chinese services to go global. Optimize the structure of foreign investment. We will increase opening-up efforts in the western, inland and border areas and expand new space for economic cooperation.

Promote the steady growth of foreign investment. Strengthen the integration with internationally accepted economic and trade rules and build a world-class business environment. Comprehensively liberalize the general manufacturing industry and expand opening up in telecommunications, medical care, education, senior care, new energy vehicles and other fields. Comprehensively improve government efficiency. Optimize the setup and functional allocation of government agencies, deepen institutional reform, and form a government governance system with clear responsibilities and administration in accordance with the law.
