Wind energy resources are abundant and widely distributed in rural areas of my country. Making full use of scattered land in rural areas and promoting local and nearby development and utilization of wind power according to local conditions is of great significance to strengthening the village collective economy, assisting rural revitalization, promoting the green and low-carbon transformation of rural energy, and achieving carbon peak and carbon neutrality. In order to implement the spirit of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Learning and Applying the Experience of the "Thousand Villages Demonstration and Ten Thousand Villages Renovation" Project to Effectively and Effectively Promote Comprehensive Rural Revitalization" and implement the "14th Five-Year Plan for Renewable Energy Development Plan", we are hereby organizing and carrying out the " The relevant matters of "Thousands of Townships and Tens of Thousands of Villages Harnessing the Wind Action" are notified as follows.
1. Overall requirements
(1) Guiding ideology
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 20th National Congress of the Communist Party of China, thoroughly implement the new energy security strategy of "Four Revolutions, One Cooperation", anchor the goal of peak carbon neutrality, and implement the "Thousands of Townships" "Ten Thousand Villages Taming the Wind Action" promotes the local and nearby development and utilization of wind power in rural areas, innovates development and utilization scenarios, investment and construction models and revenue sharing mechanisms, promotes wind power to become a new carrier of the rural energy revolution, a new driving force for rural revitalization, and provides rural energy It provides strong support for green and low-carbon transformation and the construction of livable, industrial and beautiful villages.
(2) Basic principles
Adapt measures to local conditions and make overall plans. Based on rural wind energy resources and scattered idle land resources in various places, we should coordinate economic and social development, ecological environment protection, power grid carrying capacity, production and operation safety, etc., and rationally arrange the scale, projects and layout of wind power development and utilization on-site and nearby. If we can build it, build it. , pilot projects should be carried out first, and when conditions are ripe, they will be implemented one by one, without swarming with others or rushing ahead.
Village-enterprise cooperation benefits the people. Combined with the development of the village collective economy, with the village as a unit, village-enterprise cooperation as the main form, and profit sharing as the purpose, fully mobilize the enthusiasm of both village collectives and investing enterprises, fully respect the wishes of farmers, effectively protect the interests of farmers, and make wind power develop more Benefit rural farmers and empower rural revitalization.
Ecological priority and integrated development. On the premise of complying with land use and environmental protection policies, we will promote the organic integration of wind power development with rural landscape. Encourage the use of land-saving, low-noise, high-efficiency, and intelligent wind turbines and technologies suitable for rural environments to achieve synergy and complementarity with rural energy and deep integration with rural industries.
(3) Main goals
During the "14th Five-Year Plan" period, in qualified rural areas of counties (cities, districts, banners), a number of wind power projects will be built on a village basis for local development and utilization. In principle, each administrative village shall not exceed 20 MW. 2. Organization and implementation
(1) Provincial energy authorities, together with agricultural and rural departments, power grid enterprises and other units, propose an overall plan for the province (autonomous regions and municipalities)'s "Thousands of Townships and Thousands of Villages Controlling the Wind" based on actual research, and clarify the scale of development and utilization, key development areas, Ecological and environmental protection requirements and related safeguard measures will be piloted in qualified administrative villages in the province (autonomous regions and municipalities), and will be promoted in a timely manner according to the pilot situation.
(2) All cities and towns will prepare detailed implementation plans by county (city, district, banner) according to the overall provincial plan, and clarify the project site layout, installed capacity scale, construction arrangements, land use, ecological environmental protection and benefit distribution mechanism, etc., in Under the organization of provincial energy departments and other departments, implementation will be promoted in an orderly manner.
(3) Power grid enterprises shall cooperate with energy authorities at all levels in formulating the overall plan and implementation plan of the "Thousands of Townships and Tens of Thousands of Villages Controlling the Wind Action", and do a good job in connecting wind power projects to the grid, taking into account the needs of each county (city, district, and banner). Actively carry out the transformation and upgrading of rural power grids and the construction of supporting power grids to ensure that relevant wind power projects are "equally integrated". Strengthen the safety technical management of grid-connected units to ensure that the units meet the safe operation conditions of the grid.
(4) Various investment entities and relevant village collectives shall establish a cooperation mechanism with clear property rights, shared responsibilities, and benefit sharing in accordance with the "village-enterprise cooperation" model, jointly participate in the development, construction and operation of wind power projects, strengthen operation and maintenance management, and ensure the stability of the unit Reliable operation and safe project production. Project revenue sharing status shall be reported to the county-level agricultural and rural authorities in a timely manner.
(5) County-level agricultural and rural authorities should promptly understand and understand the implementation of revenue sharing from local wind power projects that have been included in the "Thousands of Villages and Tens of Thousands of Villages Harnessing the Wind Action", and coordinate the role of project revenue in strengthening the village collective economy and assisting rural revitalization.
(6) Wind power equipment manufacturing enterprises should strengthen technological innovation, actively develop wind turbines suitable for rural environments, and provide equipment support for the "Thousands of Townships and Tens of thousands of Villages Harnessing the Wind Action".
3. Policy support
(1) Optimize the approval process. Encourage all localities to explore the trial registration system for wind power projects under the "Thousands of Townships and Tens of Thousands of Villages Harnessing the Wind Action" wind power project, provide "one-stop" services based on actual conditions, and uniformly handle preliminary procedures for projects jointly developed in the same administrative village or neighboring villages. For projects that do not involve sensitive areas such as soil and water conservation, environmental protection, vegetation restoration, or overburdened minerals, the investment entity and the village collective must issue a commitment, and the relevant competent authorities shall issue supporting opinions, and the relevant procedures can be expedited in accordance with the law.
(2) Handle land use in accordance with the law. (3) Ensure grid connection and consumption. The on-grid electricity price is implemented in accordance with the new energy on-grid electricity price policy for the year of grid connection. Participation in market-oriented transactions and participation in the market are encouraged. Transaction electricity does not participate in ancillary service cost sharing.
(4) Encourage model innovation. Encourage the sharing of profits from wind power projects in the "Thousands of Villages and Tens of Thousands of Villages Wind Harnessing Action" through land use rights and other methods in accordance with the law, and explore new models of rural energy cooperation. Encourage wind power and other clean energy sources such as distributed photovoltaics to form a rural multi-energy complementary comprehensive energy system, and projects with significant implementation effects should be included in pilot demonstrations of renewable energy development such as village and town new energy micro-energy network demonstrations in a timely manner.
(5) Strengthen financial support. Implement green finance and rural revitalization financial policies, innovate investment and financing methods, and further increase support for the wind power projects of the "Thousands of Villages and Tens of thousands of Villages Harnessing the Wind Action" in terms of financing and loans.
4. Safeguard measures
(1) Strengthen organizational leadership. All localities must fully understand the importance of implementing the "Wind Harnessing Action for Thousands of Villages and Villages" in promoting the rural energy revolution and assisting rural revitalization, effectively leverage the economic, social and environmental benefits of rural wind power, scientifically plan and carefully organize, and ensure safety and quality. , environmental protection and high-level consumption, and implement it actively, steadily and orderly.
(2) Improve the market mechanism. (3) Protect the ecological environment. The "Thousands of Villages and Tens of Thousands of Villages Harnessing the Wind" wind power project conducts environmental impact assessments in accordance with the law. On the basis of meeting the general technical standards for wind power and ecological environment protection requirements, it focuses on the possible impact of the project on surrounding production, life, and ecology. For noisy wind turbines, we must improve safety protection requirements, avoid bird migration channels, cluster activity areas and habitats, do a good job in the treatment and disposal of solid waste after wind power facilities are decommissioned, actively integrate into the rural landscape, and help build a livable, industrial and beautiful countryside.
(4) Strengthen monitoring and supervision. Provincial energy authorities will submit the implementation status of the "Thousands of Townships and Tens of Thousands of Villages Controlling the Wind" initiative to the National Energy Administration and the Ministry of Agriculture and Rural Affairs before the end of December every year, with a copy to the relevant National Energy Administration agencies, and a copy of the specific projects to the National Renewable Energy Agency.
