Regarding the field of gas and power, the "Plan" clarifies that it is necessary to increase the development and utilization of natural gas resources, accelerate the advancement of Dongfang Gas Field, Lingshui Gas Field, and Wenchang to Sanya Natural Gas Eastern Pipeline Project, and orderly advance Qinglan, Yangpu, Wanning, Qionghai gas and power project planning and construction, comprehensive implementation of urban gas projects, and comprehensive promotion of rural gas use on the premise of ensuring gas sources. Accelerate the second phase of Changjiang Nuclear Power Plant, develop photovoltaic, wind power and other new energy sources in an orderly manner, and promote ocean energy power generation demonstrations. Encourage the development of liquefied natural gas (LNG)-powered ships. Priority will be given to using clean energy when adding or replacing tugboats at coastal ports. A complete ban on new small hydropower projects will be implemented, and existing small hydropower projects will be ecologically transformed or shut down in an orderly manner. Strengthen the construction of environmental infrastructure, basically achieve a harmless treatment rate of more than 95% of domestic waste by 2020, coordinate the layout and build high-standard domestic waste incineration power generation projects, and significantly increase the proportion of incineration disposal.

In addition, in order to accelerate the green development of industries, the "Plan" emphasizes that it is necessary to support Hainan in formulating and implementing a negative list for industrial structure adjustment and backward production capacity elimination policies, comprehensively ban the development of high energy consumption, high pollution, high emission industries and low-end manufacturing, and promote the development of modern industries. There is a transformation of manufacturing industry into intelligent, green and service-oriented. Formulate and implement a "Plastic Restriction Order" to completely ban the production, sale and use of disposable non-degradable plastic bags, plastic tableware, etc. across the province by the end of 2020. Promote the use of green packaging products for express delivery, and basically achieve full coverage of green packaging applications for intra-city express delivery services in the province by 2020.
