Recently, the National Energy Administration issued the "Action Plan for Emergency Capacity Building in the Power Industry (2018-2020)" (referred to as the "Action Plan") to comprehensively strengthen the emergency capacity building of the power industry and further improve the ability to respond to power emergencies. It is clear that the time it takes for more than 80% of the load to be restored due to major or larger large-scale power outages due to major power outages, and that more than 90% of the load is restored to key areas and important cities with power outages, is less than 7 days.
At present, my country's power system is characterized by large-scale ultra-high voltage AC and DC hybrid connection and a large number of centralized access to new energy sources, making operation control more difficult. Natural disasters occur frequently, external damage occurs from time to time, and the risk of large-scale power outages still exists. Electric power production safety accidents have not been effectively eliminated, and emergency rescue and handling capabilities need to be improved urgently. The electric power industry continues to develop, the reform of the electric power system continues to deepen, the emergency management responsibility system still needs to be improved, emergency management methods and technical means need to be innovated, and the supporting role of the emergency industry needs to be strengthened.
The "Action Plan" requires that the construction of power emergency capabilities be promoted in accordance with the four basic principles of "industry guidance and division of labor and responsibility; oriented to actual combat and highlighting key points; resource integration and complementary advantages; technology leadership and innovation drive". It is required to establish an electric power emergency management system based on the actual emergency management work in the power industry that is compatible with building a moderately prosperous society in an all-round way, has balanced development in various regions, matches the risk characteristics of power safety production, and covers the entire process of emergency management, including institutional guarantees, emergency preparedness, and prevention. Capabilities in early warning, rescue and response, recovery and reconstruction have been comprehensively improved, social collaborative response capabilities have been further improved, emergency industry support capabilities have been greatly improved, and scientific and efficient responses to power emergencies have been fully realized.
The "Action Plan" clarifies 8 100% quantitative indicators, namely the completion rate of emergency plans for large-area power outages at the provincial, municipal and county levels, the completion rate of local government power emergency management agencies at the provincial and municipal levels, the power emergency response rate of large and medium-sized power enterprises Management agency completion rate, emergency capacity building assessment completion rate of large and medium-sized electric power enterprises, training coverage rate of emergency management and rescue personnel of large and medium-sized electric power enterprises, safety accident risk assessment rate of large and medium-sized electric power enterprises, and implementation of power supply risk analysis for important power users above level one The standard configuration rate of self-prepared emergency power supply for important power users above level one must reach 100%. In addition, it will take less than 7 days for more than 80% of the load to be restored through large-scale power outage caused by a disaster or more, and for more than 90% of the load to be restored in key areas and important cities where the power outage occurs.
In addition, the "Action Plan" proposes to establish a comprehensive data analysis platform for power enterprise emergency capacity building, a power emergency smart plan system, a national power emergency training and drill base, a natural disaster monitoring and early warning platform oriented to the risk characteristics of the power system, and a power emergency expert pilot plan, etc. Key projects, and proposed to promote the development of the power emergency industry, explore comprehensive application solutions for power emergency products, technologies and services, and promote the research and development and application of emergency products.
