According to the National Energy Administration website, the National Energy Administration recently issued the "2021 Energy Work Guidance Opinions" (hereinafter referred to as the "Guidance Opinions"), proposing the main expected goals for 2021. Among them, in terms of energy structure, the proportion of coal consumption has dropped to less than 56%. Newly added electric energy will replace approximately 200 billion kilowatt-hours of electricity, and the proportion of electric energy in final energy consumption will reach about 28%.

The "Guidance Opinions" propose that the main expected goals in 2021 are as follows:

energy structure. The proportion of coal consumption dropped to below 56%. Newly added electric energy will replace approximately 200 billion kilowatt-hours of electricity, and the proportion of electric energy in final energy consumption will reach about 28%.

Supply security. The country's total energy production reaches about 4.2 billion tons of standard coal, oil production is about 196 million tons, and natural gas production is about 202.5 billion cubic meters. The installed capacity of non-fossil energy power generation is striving to reach about 1.1 billion kilowatts.

Quality efficiency. Energy consumption per unit of GDP will be reduced by about 3%. The allocation of energy resources has become more reasonable, the utilization efficiency has been greatly improved, the utilization rate of renewable energy sources such as wind power and photovoltaic power generation has remained at a high level, and the average utilization hours of cross-regional power transmission channels has increased to about 4,100 hours.

Technological innovation. The process of tackling key energy shortcomings in technology and equipment has been accelerated, and the independent substitution of key core technologies, key equipment, and key products has been effectively promoted. Focusing on the development needs of new energy models and new business formats, a number of new energy technology innovation platforms will be established.

System reform. The first batch of power spot pilot areas will be implemented for longer-period settlement trials, the scope of spot pilots will be steadily expanded, and the degree of marketization of power transactions will be further enhanced. Improve the power market system that connects the mid- to long-term power, spot and ancillary service markets.

The "Guiding Opinions" clearly state that non-fossil energy should be vigorously developed. Research and issue several policies to promote the high-quality development of new energy in the new era. The "Notice on Matters Concerning the Development and Construction of Wind Power and Photovoltaic Power Generation in 2021" was issued. In 2021, the proportion of wind power and photovoltaic power generation in the total electricity consumption of the whole society will reach about 11%. We will solidly advance the planning and construction of hydropower stations in major river basins, and the first batch of units of the Baihetan Hydropower Station will be completed and put into operation on schedule. Actively and orderly develop nuclear power while ensuring safety. Promote qualified solar thermal power generation demonstration projects to be completed and connected to the grid as soon as possible. Research and launch geothermal energy power generation demonstration projects in Tibet and other places. Promote the development and utilization of biomass energy in an orderly manner, and accelerate the demonstration of cellulose and other non-grain biofuel ethanol industries.

The "Guiding Opinions" mentioned that the level of intelligentization of urban power grids should be improved. In accordance with the working idea of "integration of source, grid, load and storage", we will continue to promote the construction of urban smart grids, promote the high-quality development of electric vehicle charging and swapping infrastructure, accelerate the promotion of supply and demand interactive power systems, and adapt to the high proportion of renewable energy, electric vehicles and other diversified access requirements. Continue to promote the construction of smart grids in the Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen Socialist Pilot Demonstration Zone, and Yangtze River Delta Integration.

The "Guiding Opinions" stated that the energy authorities of all provinces (autonomous regions and municipalities), the agencies dispatched by the National Energy Administration, and relevant energy enterprises must, based on these guiding opinions and in combination with the actual conditions of the region and enterprises, take effective and effective measures to do a good job in all aspects. The implementation of this task will promote low-carbon energy transformation and high-quality development, and provide stable and reliable energy guarantee for the comprehensive construction of a modern socialist country.
