It is crucial to the country's prosperity and development, the improvement of people's lives, and the long-term social stability." Implementing the "Four Revolutions, One Cooperation" new energy security strategy, we must advocate a diligent and frugal consumption concept in the whole society, cultivate a production and lifestyle that saves energy and use green energy, promote the comprehensive green transformation of economic and social development, and accelerate the formation of an energy-saving society.
Encourage all people to participate. Energy is the foundation and driving force for the progress of human civilization. It is related to the national economy and people's livelihood and national security, and is related to human survival and development. To accelerate the formation of an energy-saving society, the focus is to integrate energy conservation throughout the entire process of economic and social development and in all fields, carry out in-depth national energy-saving actions throughout the society, advocate a thrifty consumption concept, a simple, moderate, green and low-carbon lifestyle, and oppose luxury Waste and irrational consumption. On the one hand, we should actively carry out energy-saving education to enhance the public's sense of urgency in energy conservation and turn energy conservation into a conscious action for the whole society. On the other hand, we should continue to carry out various and practical energy-saving activities, popularize energy-saving knowledge and methods, implement energy-saving into all aspects of work and life, and make energy-saving and environmentally friendly become the mainstream production and lifestyle.
Promote scientific and technological innovation. To save energy, we must give full play to the role of scientific and technological innovation, firmly seize the opportunities of the new round of global scientific and technological revolution and industrial transformation, and vigorously implement the innovation-driven development strategy in the energy field. Take improving the level of energy science and technology as a breakthrough in energy transformation and development, further accelerate the pace of independent innovation in energy science and technology, and continuously strengthen the national energy strategic scientific and technological strength. Vigorously promote the in-depth integration of energy technology with modern information, materials and advanced manufacturing technology, rely on the "Internet +" smart energy construction, and explore new models of energy production and consumption. Give full play to the main role of enterprises in technological innovation, promote the deep integration of industry, academia and research, promote the transformation of energy technology from introduction and follow-up to independent innovation, build a diversified and multi-level energy technology innovation platform, and provide strong scientific and technological support for energy conservation.
Improve the evaluation system. Maintain the strategic focus on conserving energy and resources, and implement the priority policy of energy conservation into all fields and the entire process of economic and social development as an important yardstick for evaluating the quality and effectiveness of development. Focusing on energy consumption, energy supply, energy efficiency level, energy-saving effect, etc., accelerate the establishment of a scientific energy and resource conservation evaluation system to scientifically assess the energy and resource conservation effects of individuals, enterprises, government agencies and other entities. For key energy-consuming units, we will decompose dual energy consumption control targets, carry out target responsibility evaluation and assessment, and promote them to strengthen energy-saving management. Incorporate energy-saving indicators into the performance evaluation indicator system such as ecological civilization and green development to promote the continuous improvement of my country's energy utilization efficiency.
